For a coupon you can set the maximum number of usages per customer, but since a visitor using the Guest Checkout is not automatically registered as a customer he or she can use the coupon over and over, despite the maximum number of usages that is set.
Why not register every visitor that buys something as a customer? You can make entering an email address mandatory for every purchase and use that as unique identifier.
