I am unable to locate a plugin for the US Postal Service. It appears it should be inlcuded, or available as a download, but I don't see it in the package, or on the website for download. Do you know if this plugin is available, if so, how can I access it.

the USPS plugins have not been converted to Joomla 4 just yet (there is a basic and an advanced version).
Which one were you looking for?
