I'd like to purchase plugins, but there is no Paypal checkout. There are Paypal icons that imply I can checkout via Paypal, but the site is wanting me to input credit card information straight into it with no 3rd party payment processor options.

I suppose you are talking about our website.
We are waiting for authorization from PayPal to allow payment subscriptions. This is something that cannot be set without PayPal's approval.
